ADDITIONAL OR LONGER WASH-Up PERIODS
A. Article 8, Section 9, provides reasonable wash-up time for a Letter carrier who performs dirty work.
B. it is the position of the postal Service that any
letter carrier should be granted such time as is reasonable and necessary for washing up after performing dirty work or incident to personal needs as currently established.

All carriers will be in a fixed work schedule except unassigned regulars who would assume non-schedule day of work assignment.
ITEM 3
GUIDELINES FOR THE CURTAILMENT OR TERMINATION
OF POSTAL OPERATIONS TO CONFORM TO ORDER OF
LOCAL AUTHORITIES OR AS LOCAL CONDITIONS
WARRANT BECAUSE OF EMERGENCY CONDITIONS
A. The Postmaster will determine whether conditions are suchthat operations should be curtailed or terminated during an announced "State of Emergency" declared by State, County,

Federal or Municipal Authority. Such emergencies should include but not be restricted to bomb threats, fire riots, weather, flooding, etc. The Postmaster or his designee would consult with the President or Union Representative of the Union about any local condition that the President or Union Representative feels warrants attention to assure the safety and, health of the employees.
H. In cases of extreme weather conditions, the Postmaster or his designee shall determine the type of service to be performed without detriment to the health and safety of the employees. Such decision shall be made known to the employees.
FORMULATION OF LOCAL LEAVE PROGRAM
A. Vacation will be selected on a station basis. Seniority will prevail.
b. Carriers wishing to cancel their selected vacation shall
submit cancellation request ten days before scheduled start.
Request must be written and will be reviewed by both management
and the union, Preference for canceled vacations within the July
and August choice vacation period will be given to those carriers
outside of the choice vacation period.
C. There will be no trading of vacations.
D. Selection of vacation periods will be in two steps. seniority will prevail in each step.
E. Step one will be for selection of vacations during choice period. All carriers, starting with the top carrier on the seniority roster, down to the low carrier on the roster, including regular substitutes will indicate their choice on the vacation schedule. Step one must be completed before step two begins.
F. Step two will be for selection of leave during the remaining open periods of the Annual Leave schedule. Procedure for Selection will be as outlined in Section A.
G. Any opening in the vacation plan as a result of unforeseen circumstances will be posted fez- bidding on a seniority
basis providing the bidder has enough Annual Leave hours.
H. Military leave shall not be considered part of the scheduled leave program.
I. All annual leave over 55 days held by a carrier at the beginning of a new leave year must be used as scheduled leave time. Should leave fall below 55 days, carrier has the option to cancel remainder of scheduled leave.
THE DURATION OF THE CHOICE VACATION PERIOD
A. Choice vacation period will commence the first week of May
through the second week of September for the duration of the contract.
B. During the weeks of Easter and Thanksgiving, 12 Carriers,
City-wide, will be permitted leave. If possible, the number will he increased.
C. The choice period allows one driver per station to be on annual leave
The Main Office is allowed 5 on Al
Journal Square is allowed 7 on Al
Hudson City is allowed 5 en Al
Bergen Station is allowed 10 on Al ARTICLE 30

Item 7. "Choice Selections" -Easter/Thanksgiving: Easter and Thanksgiving weeks may be selected during the choice selection. This week is not considered as a choice period. Example: An employee selects 10 days in June and 5 Days in August, then she\he may select 5 days for Easter or Thanksgiving.
"An employee may at his option request two (2) selections during the choice period, in units of either S or 10 working days. the total not to exceed ten (10 days for employees earning thirteen (13) days annual leave or fifteen (15) days for employees earning twenty (20) or twenty-six (26) days." *1 - For the purpose of administering vacation allowances, vacations begin on Monday and end on Saturday. A selected week consisting of a holiday does not constitute an additional day of leave.

Item 8. conventions - jury Duty" All Union seminars and conventions are part an employees vacation selection and subject to authorized allowances. Jury Duty is not part of the vacation selection.
THE PROCEDURES FOR SUBMISSION OF APPLICATIONS
FOR Annual LEAVE DURING OTHER THAN THE CHOICE VACATION PERIOD
A. Carriers desiring unscheduled annual leave shall submit application in writing to their Supervisor at least five (50 working days prior to the desired date(s) . The carrier shall be advised in writing within three (3) working days of Supervisors decision. This shall not preclude a carrier requesting leave time less than five (5) days prior to date and if manpower is available being granted leave.
B. Emergency annual leave shall be granted upon request of employee and upon presentation of valid reason.
THE METHOD OF SELECTING EMPLOYEES TO WORK ON A HOLIDAY
The following priorities are to be followed for Holiday Schedule:
1. Casuals, even if overtime is necessary.
2. Part time flexibles, even it overtime is necessary.
3. Management shall select in order of seniority, in sequence, from all regulars who volunteer to work on a holiday within the station. Separate list for holiday work will be established.
4. Full Time and Part Time regulars in inverse seniority who have not volunteered and who will be working on what would otherwise be their unscheduled work day. In that case of such Full Time employees, they will be guaranteed 8 hours at the overtime rate in accordance with Article 8 Section 1 and Section 4.
5. All other Full Time and Part Time regulars who have not volunteered in inverse seniority.
WETHER "OVERTIME DESIRED" LISTS IN ARTICLE 8
SHALL BE BY SECTION AND/OR TOUR
An " Overtime Desired" list shall be established in each station as per Article 8, Section SB of the 2.996 National Agreement. Such list shall be posted - and to assure that each employee called in on his non-scheduled day shall be given an equal opportunity for overtime, posting will indicate date worked or was contacted. Any employee who after being personally contacted is unavailable shall be credited on the chart with having worked.
THE IDENTIFICATION OF ASSIGNMENTS THAT ARE TO BE CONSIDERED LIGHT DUTY WITHIN EACH CRAFT REPRESENTED IN THIS OFFICE
A. Branch 42 and Management agree to establish a standing committee to be composed of equal number of representatives of both parties to determine the needs of employees who request a light duty assignment. The President, Branch 42, will designate two (2) members; likewise Management will designate two (2) members to serve on this committee.
B. Then a letter carrier request an assignment of light duty and is eligible in accordance with Article 13 "Assignment of ill or Injured Regular and Part-Time Flexible Employees, as contained in the National Agreement 1994, the committee shall review the needs of the employee and the availability of work. Management agrees to place as many incapacitated letter carriers on light duty assignments as practicable, when it is determined they are eligible.
C. When it is not possible to assign an ill or injured employee covered under Article 13 of the National Agreement 1994, in a temporary or permanent light duty assignment within the letter carrier craft, it is agreed that the Installation Head shall consult with a designated representative of the employees own craft and the designated representative of the craft to which his assignment is proposed, prior to effecting the assignment. The representative of the letter carrier craft shall be the Branch President or his designee.
D. To the extent possible, practical and applicable the following constitutes those areas within consideration for light duty assignments within the carrier craft. "Separating all markups - Labeling or relabeling cases -rewriting and repairing carrier route books - performing services on auxiliary or regular foot or mounted route which
the ill or injured employee may be able to perform -collection routes that the ill or injured carrier may be able to perform - delivery to apartments house that the ill. or injured carrier may be able to perform - all other normal. carrier duties that the ill or injured carrier may be able to perform - labeling inside of apartment boxes - training of new employees in the carrier craft." Considerations will be given to each application consistent with the terms and conditions set forth in the National Agreement.
THE IDENTIFICATION OF ASSIGNMENTS COMPRISING A SECTION ON. WHEN IT IS PROPOSED TO REASSIGN WITHIN AN INSTALLATION EMPLOYEE EXCESS TO THE NEEDS OF A SECTION
Reassignment within the installation of employees excess to the needs of a section shall be administered in accordance with the provisions of Article 12, Section 4 of the 1994 National Agreement. Installation is defined as the entire Jersey City Post Office including carrier stations to comprise the section.
THE ASSIGNMENT OF EMPLOYEE PARKING SPACES
A. Management shall do everything possible to provide parking facilities for a letter carrier.
B. Where parking is now available) spaces shall be allotted on a first come first serve basis except for designated spaces.
C. Inquiry will be made concerning availability of funds for private parking facilities for employees.
D. Management shall provide proper security in all parking areas.
e. One space will be designated for the N.A.L.C. Shop Steward at Bergen and Journal Square Stations as long as parking is available.
THE DETERMINATION AS TO WHETHER ANNUAL LEAVE TO UNION ACTIVITIES REQUESTED PRIOR TO DETERMINATION OF THE CHOICE VACATION SCHEDULE IS TO BE PART OF THE TOTAL CHOICE VACATION PLAN
Management shall do all in their power to let N.A.L.C. members off to attend N.A.L.C. activities throughout the year.
THOSE OTHER ITEMS which ARE SUBJECT TO LOCAL NEGOTIATIONS AS PROVIDED IN THE CRAFT PROVISIONS OF THIS AGREEMENT
A. Bidding for vacant assignments will be restricted to letter carriers of the installation in which the vacancy occurs with seniority as the determining factor.
B. All full time carrier assignments including floating assignments shall be posted for 7 working days.
C. In the event of the necessity of eliminating a route, every attempt possible will be made to eliminate the junior carrier route.
D. When a letter carrier route or full-time duty assignment, other than the letter carrier routes (a) or full-time duty assignment (s) a result of. but not limited to, route adjustments, highway, housing projects, all routes and full-time duty assignments at that unit held by letter carriers who are junior to the carrier (s) whose route (s) or full-time duty assignment (s) was abolished shall be posted for bid in accordance with the posting procedures in this Article.
ITEM 22 LOCAL IMPLEMENTATION Of THIS AGREEMENT RELATING TO SENIORITY, REASSIGNMENTS and POSTING
A. In instances where several assignments are posted a letter carrier may bid for as many assignments as are posted, stating his preference in the following manner:
First Choice______ ± Second Choice_______ ± Third Choice______ Fourth Choice_____ : Fifth Choice_________ ±
B. The successful bidder for a vacant assignment shall be placed in the new assignment within fifteen (15) days after the closing day of bids, unless on leave; except during the month of December, in which case he/she shall be placed in the new assignment the first week of January. In the event the successful bidder for an open assignment rebids his immediate previous assignment, and is successful, the carrier who was
the second senior bidder will be awarded the original open route. Open routes shall be posted individually when they occur. (The fifteen (15) day period does not apply in instances where there is a change in pay status, in such cases, it will be at the beginning of the next pay period.
C. Successful bidders for posted vacant assignments shall accept the non-work days that accompany the new assignment.
D. Floating assignment vacancies are to be posted and bid for the same manner and subject to the same provisions as provided in this Article of Memorandum of Understanding.
E. A copy of all posted notices affecting the letter carrier craft shall be sent to the President, Secretary and designated stewards.
F. No assignment will, be posted more than once due to any changes mentioned in Article 12, Section 3 of the 1994 National Agreement. NO assignment will be reposted due to any changes in starting time unless requested by carrier.
G. Au up-dated seniority listing all carriers in order of seniority in the installation shall be sent to the President 42 and shall be posted once every six ,months in all stations.
A. The Union shall be notified promptly of the assignment of employees by management under Article 7, Section 2, A,B,C and the hiring of casual employees under Article VII. Section 1-B of the national Agreement.
B. In the event a regular assigned carrier is requested to work his non-scheduled work day, he shall be assigned to work his own route.
C. Every possible effort shall be made to equalize work time for Part-Time Flexible in the same unit. Paid leave shall be considered as part of work time.
D. Mutual swaps, on scheduled days off, shall be permitted within their groups when regular carriers obtain the consent of management and the Union. When outside their group, they shall only be permitted to swap with the additional consent of the technician.
E. If his regularly assigned route is open, T6 will work that route. The T6 shall not be taken off the above route unless the regularly assigned carrier is available. T6 shall not be taken out of his group to work in another group when there is an open route in his group.
f. The supervisor shall notify the carriers as far in advance as possible prior to leaving time, whether auxiliary assistance or overtime is to be given or if mail is to be curtailed.
G. Substitutes regularly assigned to the carrier craft shall be granted leave not to exceed 8 hours on any scheduled work day that they are sick.
H. Substitutes may, at their option, without using their sick leave for any day they are ill, until the end of the work week. Then, it may be used to bring them up to 40 hours work and leave for the week.
I. Substitutes who so desire, may be granted annual leave for any day they are not scheduled to work only to bring them up to 40 hours work.
J. No minimum sick leave balance shall be established below which an employees sick leave record would be considered unsatisfactory. Each case will be considered on its individual merit with regard to employees own sick leave balance.
K. The responsibility of finding work for i11 or injured employees (light duty assignments) is a joint one and the responsibility does not lay with management alone; the union must be a party to this.
L. A part time flexible employee may request reassignment to another station after having served ninety (90)days in any one station.
N. The Safety and Health Committee shall meet the first Monday of the month beginning November 1996 and every other month thereafter.
N. Protection will be provided carriers at known trouble spots on check day.
0. Carriers shall make no attempt to deliver mail at any address where he feels his safety or health would be threatened. He shall return mail to office with proper notation giving reason for non-delivery.
P. Labor-Management Meeting to be held 10:00 A.M. the third Monday of the month, beginning November 1996 and every other
month thereafter. Agenda to be submitted 72 hours prior to meeting. Additional agenda to be submitted 24 hours prior to meeting. This does not preclude meeting on items of an emergent nature upon request of Branch 42 and approval by Management.
Q. Minutes of Labor Management meeting shall be kept by both parties and copies shall be exchanged and initialed by the parties for verification. Any agreements reached at such meeting shall be reduced to writing upon the request of with party. It shall be signed by both parties and becomes a letter of understanding.
r.1. upon reasonable notice to the Employer, duly authorized representatives of the Union shall be permitted to enter postal installations for the purpose of performing and engaging in official union duties and business related to the Collective bargaining Agreement. There shall be no interruption of the work of employees due to such visits and representatives shall adhere to the established security regulations.
2. Upon reasonable notice to employer and subject to business conditions, Branch 42 representatives shall be granted use of phones for processing grievances and organizational matters of an emergent nature.
3. The Branch President or his designee shall have the right at any time to inspect a carriers personal jacket, providing he has the written consent of the carrier.
4. The President and all designated stewards shall be afforded proper and due recognition by all management officials while engaged in carrying out their duties and responsibilities as union representatives.
5. Upon approval by Installation Bead or his designee, Branch 42 shall be permitted to hold meetings of the city carriers and
their representatives in the swing rooms of the various stations. Such meeting to be held providing all participants are of f the clock and there is no disruption of work activities. Such permission shall not be unduly denied by Installation Bead or his designee.
6. Management agrees to provide Bulletin Boards for the Jersey City Letter Carriers in the Main Office and Carrier Stations, if space is available.
