Special Count & Route Inspection





A carrier who feels that he or she is over burden on their route and meet the criteria for a special inspection should request a special count and inspection be done to their routes. This carrier should make this request in writing and should submit it to their station manager. They should keep a copy of this request for themselves and give a copy to their shop steward. There are certain criteria that must be met in order for a carrier to request a route inspection, they are out lined for us in part 271 of the methods handbook (m 39). If you meet the criteria then management has 4 weeks to complete such inspection. If the result of the inspection indicates that the route is to be adjusted such adjustment must be placed in effect within 52 calender day of the completion of the mail count in accordance with sec. 211.3 of the m 39. At the bottom of the page are the criteria needed in order to request an inspection. You need only meet one of them. This is taken directly from the m 39 sec. 271.

A. Consistent use of over time or auxiliary assistance.

B. Excessive under time.

C. New construction or demolition which has resulted in an appreciable change in the route.

D. A simple adjustment to a route cannot be made.

E. A carrier requests a special inspection and it is warranted.

F. Carrier consistently leaves and/or returns late.

G. If over and 6 consecutive week period a route shows over 30 minutes of overtime or auxiliary assistance on each of 3 days or more in each week during this period, the regular carrier assigned to such route shall, upon request receive a special route inspection to be completed within 4 weeks of the request.

H. Mail shall not be curtailed for the sole purpose of avoiding the need for special mail count and inspection.
